Position of M&E; Project Officer

 The Center for Community Health and Development
(COHED) is a Vietnamese non-profit, non-governmental organisation dedicated to
improving the quality of life of Vietnam’s most vulnerable people via research,
support interventions, capacity building and policy advocacy.

COHED is receiving financial supports from the USAID
to implement the “USAID Community HIV Link – Northern Coast” in Vietnam in the
period of 2014-2017. The project aims to build a sustainable response to
HIV/AIDS prevention and control in Hai Phong, Quang Ninh and Nghe An and will
focus on improving quality of HIV/AIDS services provided by community based
organizations (CBOs) and civil social organizations (CSOs) in these three
provinces.

SCOPE OF WORK

Key
Responsibilities:

·        
Support
data collection activities, survey work and analytical sessions undertaken in
the project;

·        
Ensure
effective and timely data collection and survey;

·        
Monitor
implementation of activities and reporting on outputs as a basis for management
decision making;

·        
Review
and evaluation activities;

·        
Provide
and instruct M&E requirements to the project’s partner inline with USAID
rules;

·        
Make
sure all data collected are fit in the National M&E system;

·        
Act
as AIDtracker Plus of the project;

QUALIFICATION AND REQUIREMENTS

·        
Hold
a university degree in Economics or Development Management;

·        
At
least 3 years of progressive responsibility in M&E and/or computer based
data management, processing;

·        
Familiar
with quantitative and qualitative research methods, and M&E data collection
Methodologies

·        
Proven
experience in database design, development and management;

·        
Excellent
writing, documentation and communication skills in English;

·        
Experience
with supporting timely and accurate reporting of project progress;

·        
Demonstrated
training and facilitation skills in support of M&E activities;

·        
Willingness
and ability to travel frequently in the action area;

·        
Advance
computer skills and applications.
